To be fair: From a mobile phone provider’s perspective, SBB FreeSurf is a strange concept. FreeSurf does not use Wi-Fi. Instead, the mobile phone provider agrees to refrain from counting the data used via mobile networks as long as you are on a FreeSurf-compatible train.
