I can confirm, that non-german residents / nationals were able to sign up for a bank & brokerage account without any limitations in the usage - so far…
Also in the sign-up process, one can choose from a wide list of countries (e.g. Switzerland).
Ah sorry, I just read it in the bankeronwheels review but I never tried it myself to create an account at Deutsche Kreditbank.
Yes, that is what written there, but it must be an oversight.

Read the same article and was surprised by it as I have both an account and a brokerage for myself and my daughter at DKB and am CH-based.
